The speed limiter is limiting the speed to 90km/h. If you can not go faster than 40km/h then it very likely is something on your end. Make sure that your redarder isn't active and that you aren't having the brake active when you drive. A truck with a loaded trailer might be quite slow uphill, that's normal.
